Role description & who you are looking for
Own the company's entire tender scope: Prozorro (including defence procurement), commercial platforms and international tenders — from monitoring to submission, appeals and contract-execution support.
Key responsibilities
Monitor and select relevant tenders (Prozorro, Defence Procurement Agency / DOT purchases, commercial platforms, international venues);
study tender and technical documentation and assess requirements and participation risks;
prepare bids (technical part with R&D, pricing, qualification documents, bank guarantees);
handle appeals (complaints to the Antimonopoly Committee with the legal department, demands to remove discriminatory conditions, working with clarifications);
support contract signing and execution following tender results;
maintain a knowledge base of algorithms and templates for each procedure type.
Requirements (must-have)
5+ years working with tenders, a significant part on Prozorro on the bidder side;
proven won tenders and successful appeals to the Antimonopoly Committee (cases will be verified);
confident work with technical documentation (reading specs/requirements and preparing the technical part of a bid);
knowledge of public-procurement law (the Law "On Public Procurement", wartime specifics, defence procurement);
experience with commercial tender platforms and understanding of how they work.
Nice-to-have
Experience with defence procurement (DOT / Defence Procurement Agency) and closed procedures; English and international tender experience (NATO NSPA, UN, EU procedures).
